(what will this paper be about?) Engage the audience Your chosen issue should be something that evokes opinions. State the issue as a question (e.g., Should there be third-party reimbursement for advanced practice nurses? Should nurses join unions? How do we recruit more men to the profession?) Provide historical framework. (How did this issue develop? Define terms. State clearly why this is a debatable issue in nursing. What impact does it have on the profession?

Please state your ideas related to why a nursing leader/ manager needs to be aware of this issue and to take a position on it. This part of the paper is your own thoughts, but back up your ideas with concepts that you have learned in the course. Feel free to give examples. You may use your textbook as a reference.
